Look Plod,
Why not arrest people when they commit a crime? And so you knew they, all 5000, wanted to set cars on fire? Where did you find that out, London Tonite? It is a basic democratic principle not to punish people collectively in anticipation of crimes you think they might commit based only on your own supposition i.e you decide they are guilty in advance of their actions and punish them as yu see fit.
