I think it's not so much that they don't know how to build story arcs than they don't want to. It seems to me that the writers are deliberately defying certain storytelling conventions. Whether this is good or bad is up to the viewer's opinion, of course. Myself, I find it pretty fascinating. I agree that at times the characterizations seem pretty shallow. But I don't think Alias is passing itself off as anything very deep. I look at it as a much hipper James Bond kind of thing. Much more fun, too. I don't even care that its plotlines go all over the place. The show is what it is--great action-packed, escapist nonsense.
