Where is everyone? Was the recurring question, as we pounded the streets of the city. Like when the Docklands was new, its traces of activity and life were only hinted at through the emptiness of open spaces and quiet buildings. Later from a Rotterdammer we heard that many would be on holidays now, perhaps only half the usual population would be in town- but even so it was hard to imagine how the optimism of the city, reflected in the vast number of chairs laid out in readiness outside all the bars and restaurants, could ever be fulfilled. Seemingly Utopian in concept and liberal in attitude, the ideals of good citizenship reflected in the tolerance of the people (who all speak perfect English by the way- from tram drivers to barmen), a city where every Wednesday night in the summer hundreds of skaters claim the streets in a 16km orgainsed city skate, we began to wonder, does harmony make for blandness?
