I don't understand your objection to Seamus Milne. The passage you quote doesn't say anyone deserved to die on 9/11. It doesn't 'all but' do that either. To say that America might have done something to provoke what happened to it is not to justify the attack. And if you don't believe America had been stirring up profound resentment against itself in the Middle East and elsewhere for decades, you simply don't know your history. For as near as possible a comprehensive catalogue of all its crimes against democracy and human rights, read William Blum's 'Rogue State'.
